Director of Workforce Development

The Commonwealth Center for Advanced Manufacturing (CCAM)

The Commonwealth Center for Advanced Manufacturing (CCAM) is seeking a Director of Workforce Development whose role will be to leverage CCAM’s resources and industry contacts to help regional partners establish an industry-centric, high performance workforce that makes Southern and Southwest Virginia the site of choice for advanced manufacturing firms. The Director of Workforce Development will work closely with CCAM’s Director of Economic Development to ensure that companies’ comprehensive needs are addressed. CCAM is projected to have more than 30 member companies, making it a strong base through which to attract companies to locate in the Virginia Indemnification and Community Revitalization Commission Tobacco Commission (TIC) footprint.  The founding and organizing partners consist of; Rolls-Royce North America, the University of Virginia, Virginia Tech, Virginia State University, Canon, Chromalloy, Newport News Shipbuilding, Sandvik Coromant, and Siemens.

The Director of Workforce Development will

  • Work with the Virginia Economic Development Partnership (VEDP), CCAM member companies, and local workforce development providers to serve as a direct link between the activities at Crosspointe and Southern and Southwest Virginia.
  • Actively participate in recruiting visits led by VEDP and economic developers.
  • Engage community colleges, workforce training centers, workforce investment boards, and industry to develop a strategy for meeting the training needs of advanced manufacturing companies.
  • Help communities prepare and implement specific regional workforce training plans, in alignment with the above referenced TIC Region strategy.
  • To develop the TIC Region Strategy, convene an industry-guided task force, including workforce partners across the TIC region.
  • In collaboration with local and regional workforce development partners co-develop marketing materials and presentations that feature the area’s training capabilities.
  • Monitor federal and other grant funding announcements and assemble teams to create proposals.

SPECIFICATIONS:
CCAM is looking for an individual who has successfully led a workforce development plan focused on the technology/manufacturing industries.  This requires:

  • Experience (minimum five years) in workforce training, preferably working with international advanced manufacturing companies. Experience with and understanding of adult learning.
  • Enthusiasm and belief for workforce development in the manufacturing/technology industry.
  • Significant, relevant experience in leveraging workforce development across a state or large region.
  • Demonstrated ability to evaluate, understand and respond to the needs of the customer, and measure outcomes.
  • Ability to lead, manage and motivate.
  • Strong interpersonal skills, ability to communicate and manage well at all levels of the organization.
  • Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analysis.
  • High level of integrity and dependability with a strong sense of urgency and results-orientation.
  • Ability to develop a strategy, implement the plan, manage time, cost, and quality goals.
  • Experience working across the industry to develop and implement a workforce plan successfully
  • Understanding of advanced manufacturing workforce development needs and how to work with Industry Members and University Partners to create best practices.
  • Demonstrated ability to lead without formal authority and gain consensus among stakeholders with different and sometimes conflicting goals.
  • Ability to communicate research ideas and concepts

EDUCATION:  Bachelor’s degree required, Master’s desired.
SECURITY CLEARANCE: Candidates must be able to obtain a U.S. security clearance within 24 months of employment.
