Lisa S. Smith has fifteen years of incubator feasibility,
planning and management experience, as well as regional
technology-based strategy development experience. She
currently leads ANGLE teams working to develop business
incubator and accelerator initiatives in Research Triangle
Park, NC, at Johns Hopkins University in Baltimore,
Maryland and with Harford County, MD. In additional
she leads a team assessing the feasibility of a Biotechnology
Research and Development Center in Prince George’s
County, MD.
Lisa has conducted Incubator Feasibility Studies throughout
the State of Maryland. In addition to her current work,
she has lead teams that conducted incubator feasibility
studies for the City of Bowie and Towson University
in Maryland, as well as for Allegany County, MD and
the nine counties of Maryland’s Eastern Shore
for the Chesapeake Bay Region Technical Center of Excellence
(CBRTCE). Based on its work for CBRTCE, ANGLE was subsequently
asked by US Department of Commerce Economic Development
Administration (EDA) to develop an Economic Adjustment
Strategy for three Maryland Mid Shore counties, which
included incubator planning and design and funding package
development.
Lisa handled a 12-month contract for implementation
planning and incubator project management for Frederick
County’s initial technology incubator at Hood
College, the Frederick Innovative Technology Center
(FITCI) which opened in January 2005. This project has
now expanded to a second location. In addition, she
developed a marketing and client recruitment strategy
for the new 40,000 sq. ft. Emerging Technology Center
at Johns Hopkins Eastern in the City of Baltimore.
Lisa was part of the ANGLE team that conducted a program
assessment for Incubator AMERICA! an international technology
incubator program in partnership with Arlington County
Economic Development, the Mason Enterprise Center of
George Mason University and Source Office Suites. She
was also part of the ANGLE team that undertook a study
of the collaborative needs of federal scientists, companies
and universities in the I-270 Corridor for the Technology
Council of Maryland (TCM) and the Maryland Technology
Development Corporation (TEDCO).
Lisa played a lead role in the ANGLE Technology team
that designed, and managed and marketed the BioAccelerator
in Springfield, VA under contract to Fairfax County
Economic Development Authority. Thisfive-year project
targeted and served international biotechnology companies,
as well as companies with federal contracts. Prior to
joining ANGLE Technology, Smith led the development
of Scotland’s technology incubator strategy in
the U.S. Scottish Enterprise, the economic development
agency for Scotland, created a network of technology
incubators for Scottish companies called the Scottish
Technology & Research (STAR) Centers. In 1999, Smith
established the first STAR Center on the East Coast
at Virginia’s Center for Innovative Technology
in Herndon, VA. Smith has been a member of the Maryland
Business Incubation Association (MBIA) and is a former
member of the Board of the Virginia Business Incubation
Association (VBIA). She is a member of the National
Business Incubation Association (NBIA), a frequent speaker
at NBIA conferences and an editorial contributor to
NBIA publications.
Lisa has established a network of industry and academic
collaborators, as well as service providers for the
FITCI, the Fairfax County BioAccelerator program and
other incubator projects. In August 2000, she helped
create the Maryland Scotland Alliance for Biotechnology
to accelerate business development and research collaborations
between Scottish and Maryland biotechnology companies
and institutions. Lisa works with a range of industry,
academic and venture capital contacts interested in
supporting the technology industry in the Mid-Atlantic
area. She has been a member of f the Technology Council
of Maryland’s Bioscience Alliance (now MdBio)
and the Virginia Biotechnology Association.
Lisa has Bachelor’s degree from Georgetown University’s
School of Foreign Service and a Master’s degree
in Business from The American University in Washington,
DC.
