This is a executive level leadership position responsible for management and oversight of economic development goals and objectives to advance the City of Hyattsville’s economy. This position oversees planning and development priorities, housing initiatives, business retention and expansion, and research and marketing to ensure the economic viability of the City. The incumbent is responsible for residential and economic development, grant management, and identifying services that are in the best interest of the City. The Director determines program priorities; manages and provides oversight of small and large scale urban design and architectural projects and community planning. The Director works closely with elected officials, federal, state, county and local agencies, non profits, businesses, community associations, civic organizations, and special interest groups to ensure the economic vitality and growth of the City.

  • Oversee business, community and economic development programs. The incumbent is responsible for development and administration of the Capital Improvement Program for community development, and identifying and managing funding sources for projects.
  • Serves as expert advisor the Mayor, council and staff on planning, housing, infrastructure, business retention priorities.
  • Identifies, procures and manages grant funding.
  • Serves as the City’s liaison to the Hyattsville Planning Committee and represents the City at Planning Board and District Council Hearings.
  • Conducts feasibility studies for proposed community development projects. Analyze design, policy and financial alternatives, and makes recommendations based on this analysis.
  • Provides overall management, organization, leadership and control for consultant work. Specifically, the incumbent will:
    • Coordinate the work of other staff members as directed by the Mayor and City Administrator, who have responsibility for community and economic development projects or specific aspects of projects. Develop Solicitations of Interest, Requests for Proposals, plans, specifications, cost estimates and bid documents for assigned projects.
    • Administer selection processes for architectural, engineering, or other consultants.
    • Facilitate development and community revitalization efforts.
    • Has oversight of work in progress for conformance to plans; and ensures that all necessary documents and agreements are processed in accordance with the City Procurement Manual for review and recommends appropriate payment to consultants and/or contractors.
    • Provides contract management of consultants, design teams, contractors and construction teams, and monitor their work as necessary.
  • Serve as representative for the City regarding community development programs, assume responsibility for collaborating with all interested parties and is accountable for how the City is perceived by staff and the public. The incumbent will:
    • Advise the Mayor and City Administrator on issues related to community and economic development.
    • Work with the Mayor, City Administrator and City staff, the City Council and community groups to formulate project planning and identify future needs.
    • Develop and manage public processes to build consensus for project development.
    • Collaborate with neighborhood groups regarding site decisions, design team selection, design decisions, and construction implementation and impact mitigation.
    • Communicate regularly with a variety of stakeholders, committees, and public officials regarding progress on specific projects. The incumbent also coordinates development tasks with other jurisdictions and agencies.
    • Make presentations to the City Council, community groups and organizations and special interest groups.
    • Supervision of Code and Parking Compliance Managers Supervision of Geographic Information System Staff.
    • Supervision of Community Development Intern.
    • Exercises supervision over consultant work.
