MARYLAND EMERGENCY MANAGEMENT LIAISON ADMINISTRATOR III (CONTRACTUAL)

The Maryland Department of Commerce is seeking qualified applicants for the contractual position of Maryland Emergency Management Liaison to serve as liaison between the Maryland Department of Commerce and the Maryland Emergency Management Agency (MEMA). The position supports projects and initiatives both at Commerce (25%) and MEMA (75%) and works to strengthen the relationships and programs between economic development staff and emergency managers. At Commerce, the position reports to the Secretary and/or designee and will serve as the point of contact for business engagement related to emergency management activities. Duties to include serving as Commerce’s primary liaison to the Maryland Business Emergency Operations Center (MBEOC) during emergency operations; updating and maintaining the Emergency Vendor Database; identifying Maryland companies that could provide products and/or services to the State in an emergency; engaging Maryland’s Business community in emergency preparedness to promote the need for an emergency management plan for their business entity; and developing strategies to mitigate supply chain or distribution interruption to various industries in the state during an emergency. This position and partnership will provide integrated preparedness, response, and recovery services to private sector businesses through daily programmatic actions within the Private Sector Integration Program (PSIP) and during disasters in the MBEOC to increase value to private sector stakeholders by taking the expertise of Commerce and MEMA programs and engaging private sector stakeholders in the coordination of emergency preparedness activities via an all- hazards approach to the delivery of specific capabilities, categorized by five (5) mission areas (Prevention, Protection, Response, Recovery, and Mitigation).

At MEMA, the position primarily reports to the MEMA Business Engagement Program Manager and is responsible for advancing economic development and business interest in an emergency management context. Duties to include: recruiting members to the Maryland Private Sector Integration Program, developing relationships with businesses, engaging trade associations, developing disaster related economic impact analysis, and staffing the Maryland Business Emergency Operations Center (MBEOC) during disasters impacts Maryland.

The selected employee will possess strong technical, presentation, planning, organizational, and leadership skills;
good judgement, excellent interpersonal, written, and communication skills; ability to work with high level public and private sector officials and maintain effective working relationships; the ability to handle multiple, concurrent, and high priority projects; familiar with strategic planning and oversight of logistical and support functions. Working knowledge and experience of State and Federal laws governing policies and procedures in subject areas cited. Proficiency with the Microsoft Office Suite Google Mail and/or other relevant software. Some statewide travel is required.

Candidates must possess a Bachelor’s degree in Business, Economics, Public Administration or related field from an accredited college or university and at least five (5) years of increasingly responsible professional experience in the subject areas. One year must have involved one or more of the following: supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures. Equivalent education and experience are acceptable. Preferred qualifications: MBA from an accredited college or university.
