Department of Housing and Community Development Announces $5 Million in Additional Support for East Baltimore Southern Streams Health and Wellness Center

NEW CARROLLTON, MD (June 17, 2025) — The Department of Housing and Community Development today announced the closing of a $5 million loan to support the Mary Harvin Transformation Center Community Development Corporation’s Southern Streams Health and Wellness Center through the Neighborhood BusinessWorks program. The new funds reflect a total of $6.6 million in department investment in the $34.1 million redevelopment, which will turn the long-vacant brownfield site in Baltimore’s Broadway East neighborhood into a 120,000 square foot, state-of-the-art facility offering healthcare, workforce development, and community services. 

“The Maryland Department of Housing and Community Development is proud to support Southern Streams Health and Wellness Center because we believe in a strong, thriving, healthy Baltimore City,” said Maryland Department of Housing and Community Development Secretary Jake Day. “I congratulate the Mary Harvin Transformation Center Community Development Corporation as this project is a key piece of East Baltimore’s transformation into a vibrant hub for community, opportunity, and growth.”

Southern Streams Health and Wellness Center is the next part of Mary Harvin Transformation Center Community Development Corporation’s East Baltimore Revitalization Plan, which has been adopted by the City of Baltimore. The redevelopment, spearheaded by the community development corporation of Southern Baptist Church, will enhance community services and infrastructure, contributing to the overall well-being and stability of the neighborhood and offering a pathway toward sustainable community development and greater economic opportunity for local residents.

“The work of community revitalization by restoring people as we rebuild properties in neglected and disadvantaged communities is imperative and requires increased local, state and federal investment for a sustainable and transformative impact for our urban centers for successive generations,” said Bishop Donte Lamont Hickman of Southern Baptist Church.

Construction is expected to begin in late 2025, creating more than 200 construction jobs and sustaining more than 150 permanent jobs. 

From FY18 to FY25, the department awarded $850,000 in grant funding through its Baltimore vacancy reduction efforts and $825,000 of Baltimore Regional Neighborhood Initiative funding to the Southern Streams project for acquisition of the vacant property and site preparation for the new building construction.
