Work that matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in community development and affordable housing. The Division of Neighborhood Revitalization seeks a highly organized, customer oriented, self-motivated, team player, experienced with community development, community planning, financial management and grant and loan administration.
DHCD has an immediate opening for a Director in its Division of Neighborhood Revitalization to help oversee a suite of community development programs, including the State Revitalization Programs which includes the Baltimore Vacants Reinvestment Initiative.

This position offers a salary range of $111,484 – $134,802/annually, with potential for advancement up to $173,775 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $134,802/annually.
LOCATION OF POSITION
2 North Charles Street, Baltimore, MD 21201 with occasional travel to the Department’s headquarters in Lanham, MD. DHCD offers a combination “hybrid” in-person/telework work environment.
POSITION DUTIES
This Director position provides key leadership and policy expertise in the field of community development. The position leads a team that helps manage a suite of neighborhood revitalization programs with a specific focus in Baltimore City. The position oversees grants, loans, projects and services provided to local governments and nonprofit organizations from application to award and monitoring. The position provides leadership in program and partnership development and the provision of technical assistance to stakeholders, community leaders, government officials and interagency partners seeking to revitalize communities.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Ten years of experience in the community development field such as performing community stakeholder engagement and/planning, implementing community development projects and programs, and administering community development grant and loan programs. Additionally, must have a minimum of five years experience in a supervisory role or leading a team.
Notes:
- Experience in community development field such as performing community stakeholder engagement, implementing community development projects and programs, and administering community development grant and loan programs may be substituted on a year-for-year basis for up to four years of the required education.
- A graduate degree may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience developing and implementing reinvestment strategies for urban communities, especially Baltimore City.
- Experience with grant administration with government and/or nonprofit organizations.
- Experience in the area of community planning or community development.
