Appointment—Economic Development Commission

A Resolution to confirm the reappointment by the County Executive of Mary Way Bolt, Linda Burris, JoAnn Dawson, Bernard DeMarinis, Bruce England, Woody Jackson, Michael Lara, Robert Palsgrove, Michael Ratchford, Carl Roberts, Richard Szumel, and Michael Travers, II and to confirm the appointment of Joseph DiNunzio, Vincent Fiorelli, Jeff Lawson and Morgan Miller to the Economic Development Commission; for a three year term, to expire on January 7, 2023.

1 WHEREAS, the Economic Development Commission was created to advance the general economic

2 welfare of the people through the establishment of programs and activities that result in new economic

3 activity, job growth, and expansion of the local tax base, and that relate to manufacturing, distribution,

4 research and development, corporate and regional offices, agriculture, and tourism; and to cooperate

5 with and offer assistance to existing industries and businesses in order to facilitate economic expansion,

6 and to promote and encourage the establishment and location of new industries and businesses in Cecil

7 County; and to develop and implement workforce development initiatives intended to foster and develop

8 gainful employment opportunities for all who are now or may hereafter be residents of Cecil County,

9 pursuant to Section 16-1. Creation, Chapter 16. Boards, Committees and Commissions; Part I.

10 Administrative Legislation in the Code of Cecil County; and

11 WHEREAS, the Economic Development Commission is composed of not fewer than 23 nor more

12 than 33 members who should reasonably represent the various sectors within Cecil County and shall be

13 selected because of their known experience and interest in the economic development of Cecil County,

14 pursuant to Section 16-2. Membership, and

15 WHEREAS, members of the Commission shall serve for three years from the effective date of their

16 appointment and are eligible for reappointment, pursuant to Section 16-3. Term of office, and

17 WHEREAS, the Economic Development Commission shall make an annual report to the County

18 within 90 days of the end of the fiscal year that shall assess the performance of the Commission and staff

19 and make recommendations for the improvement and advancement of the economic welfare of the

20 people of Cecil County, pursuant to Section 16-5. Annual Report; and

21 WHEREAS, Article 4, Section 412 (b) of the Charter of Cecil County provides that the County

22 Executive shall appoint all members of boards and commissions, subject to confirmation by the Council;

23 and

24 WHEREAS, the County Executive has recommended Mary Way Bolt, Linda Burris, JoAnn Dawson,

25 Bernard DeMarinis, Bruce England, Woody Jackson, Michael Lara, Robert Palsgrove, Michael Ratchford,

26 Carl Roberts, Richard Szumel and Michael Travers, II for reappointment, and Joseph DiNunzio, Vincent

27 Fiorelli, Jeff Lawson and Morgan Miller for appointment to the Economic Development Commission, to a

28 three year term, which is to expire on January 7, 2023.

29 NOW, THEREFORE, BE IT HEREBY RESOLVED THAT THE COUNTY COUNCIL OF CECIL COUNTY,

30 MARYLAND confirms the recommendation by the County Executive of Mary Way Bolt, Linda Burris, JoAnn Page: 3 Resolution No. 75-2019 Appointment – Economic Development Commission

31 Dawson, Bernard DeMarinis, Bruce England, Woody Jackson, Michael Lara, Robert Palsgrove, Michael

32 Ratchford, Carl Roberts, Richard Szumel and Michael Travers, II for reappointment, and Joseph DiNunzio,

33 Vincent Fiorelli, Jeff Lawson and Morgan Miller for appointment to the Economic Development

34 Commission, to a three year term, which is to expire on January 7, 2023.

35 AND, BE IT FURTHER RESOLVED that this Resolution shall take effect on the date of its passage by

36 the County Council of Cecil County, Maryland.
