Moore-Miller Administration Announces $4.3 Million in Funding to Expand Affordable Housing, Upgrade Community Infrastructure
ANNAPOLIS, MD – Governor Moore and the Maryland Department of Housing and Community Development today announced six jurisdictions across Maryland will receive a combined $4.3 million in federal Community Development Block Grant program funding for Fiscal Year 2027. Awards will support seven projects to expand affordable housing opportunities, make neighborhoods more accessible and upgrade community infrastructure.
“For our communities to thrive, our administration is dedicated to building the affordable and accessible housing and quality infrastructure every Marylander deserves,” said Gov. Moore. “Through the Community Development Block Grant program, we are investing in solutions to help ensure everyone has a home to call their own and every neighborhood has the tools to build a brighter future.”
“Housing, infrastructure and neighborhood revitalization can no longer be treated as separate challenges – they are interconnected parts of what makes a community a great place to live, work and raise a family,” said Department of Housing and Community Development Secretary Jake Day. “The Community Development Block Grant program helps local governments bring important projects to fruition to address the everyday needs that shape the lives of their residents. From Mountain Maryland to the Eastern Shore, these seven awards respond directly to those needs to help create great places across our state.”
The federal Community Development Block Grant (CDBG) program was enacted into law by Congress as part of the Housing and Community Development Act of 1974. Since then, the U.S. Department of Housing and Urban Development program has supported community redevelopment, affordable housing, disaster recovery, and the expansion of economic opportunities across the United States.
The CDBG State Program provides federal funds to states which then distribute assistance to rural counties, cities and towns. The Maryland Department of Housing and Community Development manages the State of Maryland’s annual allocation from the CDBG State Program, administering funds through a competitive application process with priority given to emergency health and safety initiatives. Since its creation in 1987, and with the continued advocacy and support of the Maryland congressional delegation, Maryland’s CDBG Program has awarded more than $335 million to local government grantees for 1,122 projects, leveraging approximately $1.36 billion in additional private and public investment.
Seven projects across six counties received awards through the Fiscal Year 2027 round of the program. Some of these projects include:
- Site preparation and installation of facility infrastructure for veterans counseling services and a food pantry on the Diakonia homeless campus (Worcester County);
- Acquisition of a parcel of land for the construction of a 64 unit senior housing development (Talbot County);
- Phase 1 engineering design and initial construction of a system-wide overhaul of the Friendsville water system (Garrett County);
- Roof repairs and replacement of HVAC system at the Somerset Manor public housing community center (Harford County).
