Washington County Board of County Commissioners Appoint Three Positions

County Government welcomes new Director of Office of Grant Management, Business Leader and Public Relations Coordinator

HAGERSTOWN, Md. — The Washington County Board of County Commissioners is pleased to announce the appointment of Susan Buchanan to Director of Office of Grant Management, Susan Small to Business Leader within the Department of Business Development and Brittany Higgins to Public Relations Coordinator in the Department of Public Relations & Marketing.

Effective February 6, 2018, Buchanan will assume the role of Director recently vacated by Chief Operations Officer, Jim Hovis.

Buchanan started working for Washington County in 2009 in what was then known as the Economic Development Commission as a Fiscal Research Specialist. In January of 2013, she moved to OCGM as a Grant Manager and was promoted to Senior Grant Manager later that same year.

Prior to working for the County, Buchanan was in the banking industry and work for the Department of Social Services. She obtained her bachelor’s degree in Business Administration and Management from Hood College.

Buchanan is a Washington County native and currently resides in Williamsport, Maryland with her husband, John and golden retriever, Lucy.

Susan Small currently holds the position of Real Property Administrator within the Division of Engineering. She has an extensive background in real estate, client relations and business development. A graduate of Frostburg State University, Small studied fine arts, graphic design and art history, earning her Bachelor’s of Fine Arts. Her current certifications include a Pennsylvania license as a real estate agent, a Pennsylvania life insurance license as well as a certification as a group fitness instructor.

Small serves as a volunteer marketing and public relations coordinator for the PB Knickers – KnickNAC Tour Mid-Atlantic Chapter as well as a board member for the Arts Alliance of Greater Waynesboro. She currently resides in Waynesboro, Pennsylvania.

Brittany Higgins is a native of Washington County. She moved back to her hometown of Williamsport, Maryland in 2016 after spending several years growing her career in Virginia and Los Angeles. Higgins’ professional experience includes serving as the marketing coordinator at an engineering and facility management firm and most recently working in the field of higher education as an admissions counselor.

In her free time, Higgins enjoys volunteering in the local community. She is a coach for Girls on the Run at Bester Elementary, served as a mentor for Minds Matter of Los Angeles and served as a huddle coach and on the Board of Directors for Fellowship of Christian Athletes while in Harrisonburg, Virginia.

Brittany received her Bachelor of Arts degree in Communication Studies with a double concentration in Public Relations and Mass Media from Bridgewater College.
