Governor Moore Celebrates Transformation of Historic Edmondson Village Shopping Center Fueled by $4 Million State Investment
ANNAPOLIS, MD — Governor Wes Moore today joined local leaders in West Baltimore to celebrate significant redevelopment milestones at the historic Edmondson Village Shopping Center, supported by nearly $4 million in State funding. The celebration recognized the project’s success, announced new tenants, and highlighted how the major investment in economic opportunity will be transformative for surrounding communities.

“The revitalization of Edmondson Village is more proof that Maryland is rewriting a narrative about a city and a community that have been historically ignored,” said Gov. Moore. “This project is about restoring a historic community anchor, empowering local ownership, and ensuring that every part of Baltimore has the resources and attention needed to thrive. Our progress to ensure that Baltimore claims its rightful place in the American story reminds us of what’s possible when Maryland moves not just fast, but together.”
The project, led by TREND Community Development Corporation, is being advanced with the support of Baltimore City; a coalition of community investors and organizations; and State Revitalization Programs administered by the Maryland Department of Housing and Community Development. State Revitalization Programs offer a range of funding opportunities to further the revitalization goals of communities across Maryland. The funding programs are primarily used to support expenses associated with capital projects, and have been used to support key aspects of the Edmondson Village Shopping Center redevelopment project since Fiscal Year 2024.
State Revitalization Program support for the Edmondson Village Shopping Center includes:
- $2 million from the Baltimore Regional Neighborhoods Initiative is supporting property acquisition, pre-development, and operations for the project. The initiative aims to focus on areas where modest investment and a coordinated strategy will have an appreciable neighborhood revitalization impact.
- $1.5 million from the Baltimore Vacants Reinvestment Initiative is supporting the construction of a new full-service grocery store and necessary infrastructure for a new Meals on Wheels of Central Maryland facility. The Baltimore Vacants Reinvestment Initiative is part of the Reinvest Baltimore initiative, which focuses on the strategic redevelopment of vacant properties to repair housing markets, improve quality of life and restore confidence in neighborhoods in partnership with Baltimore City, and nonprofit and for-profit partners.
- $250,000 from Community Legacy is supporting the rehabilitation of the future Meals on Wheels facility. Community Legacy provides local governments and community development organizations with funding for essential projects aimed at strengthening communities through activities such as business retention and attraction, encouraging homeownership, and commercial revitalization.
- $210,000 in Community Health and Safety Works funding is expanding violence reduction and mentoring services for local youth through partnerships with The PEACE Team and Young Successful Leaders. Community Health and Safety Works grants are administered to improve the livability and economic potential of Maryland communities through targeted investments in the physical environment that impact health and safety.
“This project is a testament to the power of targeted state investment working hand-in-hand with dedicated local partners and community stakeholders,” said Maryland Department of Housing and Community Development Secretary Jake Day. “Through our revitalization programs, we are helping to attract crucial services like health care and fresh food, which are vital to strengthening the social and economic fabric of West Baltimore. Edmondson Village is setting a new standard for equitable, community-driven development.”

The Edmondson Village Shopping Center, originally opened in 1947, was acquired by TREND Community Development Corporation in August 2023. The shopping center transformation is backed by more than 200 individual community investors and includes substantial improvements such as a new roof, updated lighting, a new security system, and upcoming parking lot and utility upgrades.
