Lieutenant Governor Aruna Miller Welcomes UK Company Risk Ledger to Maryland

BALTIMORE, MD (March 24, 2026) — Lieutenant Governor Aruna Miller today congratulated United Kingdom company Risk Ledger on its plans to open an office in Maryland. The news was announced during an engaging discussion with Lt. Governor Miller and Maryland Department of Commerce Secretary Harry Coker, Jr. at the state’s cyber networking breakfast at the RSA Conference in San Francisco.

“Maryland has built one of the strongest cybersecurity ecosystems in the world, and companies like Risk Ledger are helping us make it even stronger,” said Lt. Governor Aruna Miller. “We are proud to welcome Risk Ledger to Maryland as they explore expanding through our Global Gateway Soft Landing program. Their decision to invest in Montgomery County reflects the strength of our talent, our innovation economy, and our commitment to helping international companies grow and succeed in the United States.”

Risk Ledger will explore Maryland as part of Commerce’s Global Gateway Soft Landing program, which gives international companies the opportunity to test out the U.S. market while mitigating some of the risk. The company plans to locate at the Rockville Innovation Center and quickly scale its Maryland footprint by hiring nearly a dozen workers over the next year.

Founded in 2018, Risk Ledger is developing Active Supply Chain Security, a new model for protecting organizations from cyber threats that originate across complex supplier ecosystems. With a 78 person strong workforce in the United Kingdom, Risk Ledger will initially hire sales and marketing staff at its Montgomery County facility. Fox previously held leadership roles at Mimecast and Cymulate and most recently founded the cybersecurity company RiskApp.
