Maryland Department of Housing and Community Development Announces $2.2 Million to Support Housing Counseling Services

Awards through the Maryland Housing Counseling Fund will support vulnerable Marylanders facing foreclosure or eviction 

NEW CARROLLTON, MD (August 13, 2026) – Maryland Department of Housing and Community Development Secretary Jake Day announced today more than $2.1 million in assistance grants for housing counseling services and low-cost legal assistance through the Maryland Housing Counseling Fund. The fund supports non-profit and local government organizations who provide housing counseling services and free or low-cost legal assistance to ensure the state’s most vulnerable populations remain stably housed.

“Housing counseling has proven to help more people stay stably housed while also supporting long-term homeownership,” said Secretary Day. “These awards through the Maryland Housing Counseling Fund mean that Marylanders will receive the guidance they need whether it’s a person seeking help to avoid eviction or foreclosure or someone who wants to improve their financial readiness before they become a homeowner.”

The program funds non-profit legal services providers and other organizations on focused work helping homeowners concerned about foreclosure and other challenges, as well as renters potentially facing eviction. The Maryland Housing Counseling Fund also assists people seeking financial capability coaching to prepare them to eventually purchase a home.

The Fiscal Year 2027 funding round will support 43 organizations across Maryland with $2.175 million in funding with a focus on housing counseling, legal services or capacity building.

Some awarded organizations and projects include:

• Community Development Network of Maryland, Incorporated: To provide training and capacity building for Maryland’s housing counseling agencies.
• Maryland Volunteer Lawyers Service, Inc.: To provide legal assistance to keep vulnerable Marylanders in their homes and prevent foreclosures through an essential combination of title remediation, heirs’ property resolution, and estate planning.
• Washington County Community Action Council, Inc.: For housing counseling services for Washington County residents, primarily renters at risk of eviction and displacement. Washington County CAC also provides homebuyer education, pre-purchase counseling and foreclosure counseling.
• Belair-Edison Neighborhoods, Inc.: To offer housing counseling services for homebuyers in the Belair Edison neighborhood of Baltimore City.
• Delmarva Community Services, Inc.: For homebuyer education, pre- and post-purchase counseling services, foreclosure prevention counseling, financial coaching and education for home buyers, homeowners and renters.
• Housing Initiative Partnership, Inc.: To make available comprehensive housing counseling services for residents of Montgomery, Prince George’s and Howard counties. Services include pre-purchase, foreclosure prevention, post-purchase, rental and financial counseling services.
