Our International Business division merges the Africa Trade Office and International Business Office to connect local companies with global opportunities and attract world-class investment to Prince George’s County.
Position Summary
The International Business Manager leads EDC’s international trade and investment strategy — attracting foreign direct investment, expanding export opportunities for local businesses, managing the County’s Foreign Trade Zone, and building high-value relationships with governments, embassies, and international organizations. This role directly supports job creation and commercial tax base expansion across Prince George’s County.
What You’ll Do
Foreign Direct Investment & Business Development
- Attract FDI into Prince George’s County, including EB-5 investments that generate jobs and drive commercial real estate activity
- Promote the County as a premier destination for international companies across targeted industry sectors
- Receive and conduct site visits for incoming foreign delegations interested in investing or doing business locally
Trade Promotion & Export Support
- Connect Prince George’s County businesses with Maryland’s ExportMD program, U.S. Department of Commerce resources, and other grant opportunities
- Prepare and distribute a weekly digest of international contracting and procurement opportunities sourced from the World Bank Group, Millennium Challenge Corporation, Asian/African Development Banks, U.S. Department of Commerce, and similar organizations
- Organize “Doing Business” seminars to train and engage local companies on the value and mechanics of international trade
Foreign Trade Zone Management
- Market, promote, and manage the County’s Foreign Trade Zone (FTZ 63)
- Recruit companies to locate within the FTZ and prepare periodic reports for the FTZ Board and U.S. Department of Commerce
Relationship & Partnership Management
- Collaborate closely with foreign Embassies, the U.S. State Department, U.S. Commerce Department, and Maryland state agencies (DBED, Secretary of State)
- Organize and lead business missions to target countries; recruit local companies to participate and raise funds for mission activities
- Create, maintain, and grow EDC’s “Sister City” relationships with China (Changping), South Africa (Royal Bafokeng), Senegal, Cameroon, India (IACC), Nigeria (Ondo State), and others
Data & Reporting
- Build and maintain EDC’s international business company database, including exporters, importers, and trade-interested businesses, sortable by NAICS code and destination country
- Prepare periodic performance reports and mission summaries for leadership and stakeholders
What You Bring
Education & Experience
- Bachelor’s degree in Business, Economics, or Management plus 5 years of relevant international business or economic development experience
- Or a Master’s degree with 2 years of relevant experience accepted in lieu of the above
Knowledge & Expertise
- Strong understanding of international business practices, protocols, and emerging trade and investment trends across the Americas, Europe, Asia, Africa, and BRICS nations
- Knowledge of Federal and State international trade initiatives and programs
- Familiarity with EB-5 investment programs, FTZ operations, or export promotion programs is a plus
Skills & Abilities
- Proven ability to build and sustain partnerships with international organizations, embassies, and government agencies
- Excellent written and verbal communication skills; able to prepare compelling presentations, reports, and correspondence
- Strong relationship builder — able to engage stakeholders at all levels, from local small businesses to foreign government officials
- Self-starter who takes initiative, manages multiple priorities, and delivers results independently
- Ability to convey complex international business concepts clearly and persuasively
Other Requirements
- Flexibility to attend evening and weekend networking events as needed
- Ability to travel domestically and internationally for business missions and delegations
