Position Summary
The Financial Service Program Manager oversees EDC’s portfolio of financial assistance programs — including the EDI Fund, Incentive Leverage Fund, and Business Expansion Fund — while leading the full lifecycle of Economic Development Incentive Fund (EDIF) loan applications. This role blends credit analysis, program administration, business development, and stakeholder engagement to connect businesses with the capital and incentives they need to grow in Prince George’s County.
What You’ll Do
Financial Program Management
- Serve as portfolio manager for all EDC financial programs, including the EDI Fund, Incentive Leverage Fund, and Business Expansion Fund
- Handle servicing requests and complete annual portfolio reporting for all programs
- Develop reporting systems to manage weekly, monthly, semi-annual, and annual reporting requirements
EDIF Loan Application Processing
- Evaluate EDIF applications for alignment with program goals; project impact on the commercial tax base, job growth, and calculate rate of return
- Review credit reports, community benefit assessments, business plans, personal financial statements, and local employment estimates for loan applicants
- Conduct interviews with loan applicants to assess project eligibility and County regulatory compliance
- Prepare and deliver oral and written loan recommendations to EDC supervisory staff
- Collaborate with EDC, FSC First staff, lenders, and business partners throughout the loan decision process
Tax Credit Program Administration
- Manage and market multiple county tax credit programs to direct real estate and economic development into targeted areas
- Certify businesses and projects for eligibility for income tax, real property tax, and business personal property tax credits
- Prepare applications and secure political support to renew tax credit and incentive programs
- Complete all annual reporting requirements and meet program objectives
Business Development
- Convert business inquiries into qualified leads; engage C-suite executives, site selection consultants, and commercial real estate brokers and developers
- Work with business owners and developers to identify and leverage capital sources
- Identify new funding and capital sources; build relationships with potential partners
- Participate in the development and execution of a national marketing and recruitment strategy
- Represent EDC at public events and speaking engagements to market financial programs
Stakeholder Collaboration & Reporting
- Collaborate with the Department of Commerce, Department of Assessment and Taxation, Maryland-National Capital Park and Planning Commission, and other county and state agencies
- Provide oral and written status reports on financial initiatives to county and state stakeholders
- Prepare reports to keep senior leadership informed on the status of active projects
What You Bring
Education & Experience
- Bachelor’s degree in Business, Economics, or Management plus 5 years of relevant financial program management, lending, or economic development experience preferred
- Or a Master’s degree with 2 years of relevant experience accepted in lieu of the above
- CFRE (Certified Fund Raising Executive) credential preferred
Knowledge & Expertise
- Proven experience managing financial programs, loan portfolios, or economic development incentive programs
- Strong understanding of credit analysis, business financial statements, and loan underwriting
- Familiarity with tax credit programs, economic development incentive structures, and county/state funding mechanisms
- Experience collaborating with government agencies and cross-sector partners
Skills & Abilities
- Skilled at creating compelling written and oral communications for diverse audiences, including C-level executives and government stakeholders
- Strong relationship builder — able to cultivate and deepen partnerships across the public and private sectors
- Takes initiative; actively pursues new opportunities and capital sources
- Ability to convey complex financial concepts through clear, concise materials
- Persuasive communicator who can build consensus and create win-win outcomes with key stakeholders
- Detail-oriented, performs well under pressure, and consistently meets deadlines and goals
Other Requirements
- Willingness to travel regularly within Prince George’s County and Maryland, with occasional travel to other U.S. cities
- Flexibility to attend evening and weekend networking events as required
