Position Summary

The Business Development Manager for Healthcare and Life Sciences leads business attraction, retention, and expansion efforts for this priority sector. The role builds a strong company pipeline, promotes the County’s value proposition, and connects healthcare and life sciences businesses with sites, incentives, permitting support, market intelligence, and other resources that generate jobs and private investment.

Key Responsibilities

Business Attraction and Growth

  • Build and manage a targeted pipeline of healthcare and life sciences prospects, including health IT, medical device, biopharma, medical office, and related companies.
  • Prospect, present, negotiate, and develop relationships with executives and decision-makers to support business attraction, retention, and expansion.
  • Create target-company lists; conduct outreach, meetings, site visits, and County tours; and document company interactions in Salesforce.

Site Selection and Business Support

  • Connect prospects and existing businesses with suitable sites, demographic and market data, financing, tax incentives, permitting assistance, and other public- and private-sector resources.
  • Maintain current knowledge of commercial and development sites suitable for healthcare uses and collaborate with site selectors, brokers, developers, and real estate partners.
  • Help businesses navigate County development review and permitting processes in coordination with EDC staff, County and State agencies, and partner organizations.

Industry Engagement and Partnerships

  • Represent Prince George’s County at local, regional, and national healthcare and life sciences events and remain current on industry and market trends.
  • Build relationships with industry leaders and secure speaking opportunities to present the County’s value proposition, financing tools, and tax incentives.
  • Collaborate with businesses, developers, brokers, site-selection consultants, public agencies, and private partners; support special projects and other business development priorities as assigned.

Qualifications

Education and Experience

  • Bachelor’s degree from an accredited college or university in business, healthcare, management, or a related field, plus five years of relevant healthcare and life sciences business development and marketing experience.
  • A master’s degree or MBA is preferred and may substitute for up to three years of experience.

Knowledge and Skills

  • Strong knowledge of the healthcare and life sciences sector and the business needs of growing companies.
  • Excellent prospecting, presentation, negotiation, networking, relationship-management, and public-speaking skills.
  • Ability to understand client needs and pain points, build confidence with business leaders, and serve as a credible advisor.
  • Knowledge of business development practices, tax and financial incentives, site-selection processes, and related databases is preferred.
  • Strong organizational, time management, judgment, written communication, and quantitative skills; ability to build consensus and deliver results in a fast-paced environment.

Travel and Work Environment

  • This is primarily a sedentary office position. Regular travel within Prince George’s County and Maryland is required, with occasional travel to other U.S. cities. Reasonable accommodations may be available to enable qualified individuals to perform the essential functions of the role.
