DIVISION OF INDUSTRY, INTERNATIONAL, & INNOVATION OFFICE OF MILITARY & FEDERAL AFFAIRS
The Maryland Department of Commerce is seeking qualified applicants for the contractual position of Program Director, Army, in its Office of Military & Federal Affairs, within the Division of Industry, International & Innovation. The Program Director leverages, coordinates and provides Army and National Guard related insights across the Department of Commerce, and other state and local departments to advance economic development within the installations and in the local/state business communities. This position monitors State and Federal actions which impact Maryland’s Army and National Guard military installations and related facilities; actively promotes the missions of the Army and National Guard installations and missions; participates in local military alliances and defense-affiliated organizations; informs and leverages support from members of Maryland’s Congressional Delegation, State officials and the business community; collaborates with Department of Defense stakeholders to ensure the economic vitality of Army and National Guard programs in the state through business opportunity and job creation, and mission support; assist with program performance and management of defense-related grants to further defense diversification, technology commercialization and defense community resilience planning activities in the state. Incumbent will work 32 hours per week.
The selected candidate will possess excellent written, oral, and decision-making skills, and excellent interpersonal skills. ability to handle multiple, concurrent, and high priority projects; knowledge of programs and resources provided by Federal, State and local government that support economic development, technology, commercialization; ability to interact professionally with senior defense and elected officials is essential. Proficiency with Microsoft Office, Google Suite, or other relevant software.
Candidate must possess a Bachelor’s degree from an accredited college or university in business, economic, or related field and five years’ experience in program management or professional work four years of this experience involving exercising responsibility for defense programs. Substitutions: additional experience in program management or professional work for a year-for-year basis for the required education; graduate level education at an accredited college or university at the rate of 30 semester credit hours on a year-for-year basis for the required general experience, U.S. Army military service experience as a Field Grade Officer (O-4 to O-6), Senior Warrant Officer (CW4-CW5), or Senior Non Commissioned Officer (E-8 to E-9) with a primary focus on enterprise-level operations, brigade/division-level staff operations, or strategic program management. Preferred: Qualifications: 1) 3 years’ experience working with the US Army in areas involving installations, defense mission support. Minimum of 3 years’ experience as a Battalion/Brigade Commander, or Command Sergeant Major, or Primary Staff Officer (G-1/G-8) at the Division, Corps or Major Army Command (MACOM) level. 2. Experience working with federal and private sectors. 3.Proven track record of managing joint programs between the Department of the Army and private sector contractors or federal agencies. 4. Documented experience managing Army Installations (IMCOM), garrison operations or Defense Mission Support programs. 5. Master’s degree in business administration, Public Policy, Defense Studies, or graduate of a Senior Service College (e.g. Army War College).
