Fitzwater Appoints Director of Economic Opportunity

FREDERICK, Md. – Frederick County Executive Jessica Fitzwater today announced the appointment of Heather Gramm as director of the Division of Economic Opportunity and Jamille Wilson as director of the Office of Procurement and Contracting. The County Council confirmed both appointments today.

Ms. Gramm brings more than 20 years of economic development experience at the municipal, county, and state level. She has held leadership positions with Frederick County Government as the assistant director for the Office of Economic Development and with the State Department of Commerce as assistant secretary for business and industry sector development.

“Heather Gramm is a trusted and respected leader who has dedicated her career to economic development in Frederick County, across Maryland, and beyond,” County Executive Fitzwater said. “Her deep knowledge of Frederick County’s business landscape and experience bringing together diverse stakeholders makes her uniquely qualified to lead the Division of Economic Opportunity.”

Ms. Gramm comes to the position after serving as vice president of PPR Strategies. In her role with the State Department of Commerce, she oversaw all aspects of the state’s business development efforts, including domestic and international business attraction and in-state business retention and development efforts. She has extensive experience in strategic business development, economic development finance programs, and community and stakeholder engagement.

In addition to her professional experience, Gramm is a graduate of Hood College with a degree in business administration and marketing. She is a member of the International Economic Development Council and has held leadership positions with the Maryland Economic Development Association.
